Cross-border electronic toll collection
A distributed tolling platform settling millions of transactions across five jurisdictions, plus the ERP that invoices and reconciles them.
The Open Balkan initiative required electronic toll collection to work across national borders: a vehicle passes a gantry in one country and the charge has to settle correctly against an account held in another. The platform runs across Serbia, North Macedonia, Montenegro, Croatia, and Republika Srpska, each with its own road authority, data format, and operating rules.
Tolling is unforgiving. Every transit is a financial transaction against a real balance, the gantries do not stop sending when a downstream system is unavailable, and five parties have to agree on the numbers at the end of every day. The system has to be highly available and arithmetically correct at the same time, and it has to reconcile across organizations that do not share a database.
- › Designed and built the distributed, high-availability platform that processes transit and payment events, in PHP and Laravel on PostgreSQL.
- › Integrated real-time payment processing so account balances reflect transits as they happen rather than in an overnight batch.
- › Built the daily data synchronization between all five participating road authorities, which is what makes cross-border settlement possible.
